Why We Need Government Mandated Gun Ownership

Fox News reports that last Saturday night a nurse at University Hospital in South Central Los Angeles was brutally attacked, raped and murdered. Rosa Gonzales, 38 a Guatemalan immigrant and veteran ICU nurse was walking to her car in the dimly lighted parking lot at the hospital when she was approached by an unknown assailant. Sgt. Hector Sanchez of the Los Angeles Police Department theorized that the assailant attacked Ms. Gonzales from the back and beat her to the ground. He then raped the mother of 5 and then strangled her. There are no suspects at this time and the investigation is ongoing.

AP reports that two weeks ago Leroy Smith, a Wall Street investment banker, was murdered on his way home from his office. Mr. Smith was shot in the face after his assailant approached him on his dimly lighted street in a robbery attempt. Mr. Smith is survived by his wife and three children. The New York City police Department are currently investigating the murder.

Last week, in Sun City, California, Mr. and Mrs. Edgar Benavidez, an elderly couple, were murdered in their modest retirement home during a home invasion. Mr. Benavidez was 78 and his wife Greta was 74. Sgt. Dale Wilson, the spokesman for the Riverside County Sheriff’s Department said the case is under investigation, but no suspects have been identified. Sgt. Wilson stated “it appears that two persons broke into the house sometime after midnight and murdered the couple”. The house had an alarm system and the call went out to the alarm company at 12:30 p.m., but by the time the sheriff’s deputies arrive at 12:58 p.m. the couple was found dead in the living room. Both Mr. and Mrs. Benavidez had been shot with what is believed to be a 9mm hand gun.

These three cases represent thousands of assaults, rapes and murders every year in the United States. According to the FBI’s Uniform Crime Reporting Statistics for 2009 (the latest year for their reporting figures) there were a total of 1,318,398 violent crimes in the United States. These figures include 15,241 murders, 88,097 forcible rapes and 408,217 robberies. Most of these crimes could have been prevented had the victims had some means of self-defense.

There are approximately 310 million people in the United States and, according to the National Rifle Association, only 80 million gun owners. That means 74% of the population is going without adequate self-protection. This is an appalling statistic. Many people would like to have personal defense weapon but are denied this Constitutional right due to confusing and conflicting gun laws across the United States. As example you can purchase and carry a hand gun in Montana or Arizona but you are prohibited in New York City. We must have the ability to but guns across state lines and other states and municipalities must honor the gun license issued by another jurisdiction, just like a driver’s license.

Gun ownership is a human right. How can we ignore the fact that gun owners have a greatly reduced crime rate against gun owners than non-gun owners? After all James Madison knew there would be no First Amendment without the Second Amendment. Freedom of speech cannot exist without the right to own a gun. Ask any nation that has been taken over by a totalitarian government.

I propose that the Commerce Clause of the Constitution gives the federal government the power to mandate that every citizen purchase a personal defense weapon. The average cost of 9mm or 38 cal. Hand gun ranges from $450 to $700 for the classy imports like Glock, Sig-Sauer and Beretta.

I realize that there are those citizens that cannot afford to buy a gun. Therefore I propose a government subsidize those that can meet a means test of having an annual income of less than $200,000 for single taxpayers and $250,000 for couples. This is a one-time cost and it would only cost the taxpayers somewhere between $103,500,000,000 and $161,000,000,000. According to the Office of Management and Budget this cost could be spread over a 10 year period at a cost of between $10.35 billion and $16 billion a year. Off course there would be some financial cost for the money we would be borrowing from China.

The OMB figures are estimates based on our current population and the average cost of a gun. I believe these figures will need to be adjusted upwards as the demand for guns dramatically increases and the manufactures will no doubt raise the prices of their guns. This, however, can be mitigated by instituting price controls on guns and taxing any windfall profits above 10% that would accrue to the manufacturers.

There will be no pre-existing conditions such as conviction of a felony, mental illness, Psychopathic behavior, a criminal record or member of a terrorist organization. Children under the age of 25 will be allowed to use their parent’s weapon as long as they are living at home.

There would be exemptions for NRA members that already own guns. They would not have to purchase any additional guns and could keep the weapons they have. Only firearms would be considered as personal defense weapons. Knives, machetes, swords, throwing darts and ninja sticks would not qualify.

With this government mandated program we would all be safer and crime would go down. The American people have a right their personal gun.
